CETP UNNAO which gave the global respect to Unnao and U.P. in international market for leather exports through its excellence of techno-economic solution for wastewater treatment for a cluster of leather industries at Unnao since October 1995, was upgraded in October 2013 as per the directions of UPPCB. O&M of the CETP Unnao Including its upgraded module is being done under Unnao Tanneries Pollution Control Company (UTPCC) Registered U/S 25 of Company’s Act 1956.
Constitution of UTPCC
UTPCC a section 25 co. was formed jointly by the cluster of leather processing industries at Unnao which established a public interest project “CETP” for wastewater treatment of tanneries at Unnao under world Bank assistance scheme of Govt. of India, Ministry of Environment& Forests. This project was commissioned in October 1995, and since then treating about 24 lakh liter of wastewater everyday.
Technological Intervention induced at CETP Unnao
As a special case CETP Unnao has been successful in inducing bioremediation system in its biological treatment system by which residual chromium even in the range of 10-40 ppm gets treated through the cells of engineered microorganisms. The process of bioremediation is a research by Dr.Subhash Awasthi, cheif scientist & environmenal engineer, which was acknowledged in writing by Central Pollution Control Board.
Present R&D Activities
R&D proposal “Green Road from Blue waste” of CETP/SPV Leather (IIS-India) for utilization of solid waste of ETP in the construction of National Highways has also been appreciated by MoEF,GOI which has been approved by National Highway Authority of India, New Delhi.
Technology
CETP Unnao is totally a biological and natural treatment system. The system is a combination of physical treatment with two stage microbiological treatment.Capacity of the old plant is 2.15 MLD, a New module of 2.35 MLD has also been upgraded under IIUS of GOI, which has been operational since October 2013 to further augment the treatment performance of CETP as per the directions of U.P.P.C.B. The plant has been inspected and admired by Secretary, DIPP,Ministry of Commerce & Industry, Govt. of India in the presence of District Magistrate Unnao , Jt.MD UPSIDC, UPPCB etc.
Operating Pattern/Cost Sharing
So far, the non profit organization of CETP is taking the base of water consumption/effluent discharge for the assessment of effluent discharge by member units in raising its monthly bills upon member industries, as the basic characteristics of the wastewater in the tanneries are more or less same in all the units. This methodology also creates practical attitude of water conservation among the tanners as they are being charged on the basis of water being consumed/discharged by them. Astonishing results have been noted with regard to this strategy of cost sharing. The rate of effluent treatment have been revised as Rs.22/Kl. Every member unit connected to CETP has to pay fixed minimum amount for the O&M of CETP according to its allotted capacity.
